After doing some research I was able to learn that the wave like symbols denoted the carriers rank in the military much like how we use symbols to represent ranks in the US military branches.
The blade is 8", the handle 6" and the black wooden sheath is 10.5" (see photos with ruler)
Condition isn't perfect but is pretty good for it's age. Please see photos to judge for yourself.
